In 2016, Finnish investment fund Sitra launched an initiative to build a circular economy road map for Finland. The work was done under the direction of Sitra in collaboration with the Ministries of Environment, Agriculture and Forestry, Economic Affairs and Employment, businesses and other stakeholders, resulting in the report: Leading the cycle – Finnish road map to a circular economy 2016–2025.

Commissioned by Sitra, The Ex’tax Project is currently conducting a study on fiscal reform to support the national circular goals. Partners in this research project are GBE and IEEP. Cambridge Econometrics will provide a macro-economic impact analysis.
June 14, a consultation took place in Helsinki to obtain feedback on the tentative scenario and results. The workshop was attended by government and research agencies, sector representatives and political parties. Participants provided valuable ideas and feedback for the research project.
In September, a workshop will take place in Brussels. The presentation of the final report will take place in December 2018 in Helsinki.
